In 1787, the delegates to the Constitutional Convention in Philadelphia met for several months to compose a constitution for the young country. Their final session was held on September 17, 1787. The proposed constitution had to be ratified by at least nine of the thirteen states before a permanent national government could be established (the Articles of Confederation had been functioning as the constitution of the United States since 1781, but that document gave most political power to individual states, which rendered a national government unimportant).
On November 26, 1787, Delaware elected thirty delegates for a state convention to consider ratification of the new constitution. On December 7, 1787, Delaware's delegates met in Dover at Battell’s Tavern (also called the Golden Fleece Tavern) and unanimously made Delaware the first state to ratify the United States Constitution.
